Update from January 2009 regarding the New Westminster
Victoria Hill real estate development. Onni Developers
as published in the Finanial Post, and CTV News has decided to
sell its unsold inventory of Victoria Hill condominiums to prospective
buyers in a one-time, first-come, first-serve basis at a Onni
liquidation sale coming March 7th. With prices for these new,

BREAKING NEWS: Work Put on Hold or Slowing Down
at the Onni Grove at Victoria Hill New Westminster Real Estate
Development Project according to Beau Jarvis, VP of Marketing
Jarvis said four of the nine buildings in The Grove New Westminster
real estate development at Victoria Hill neighbourhood, a master
planned community, have been completed and are occupied. Onni
Group of Companies is the developer and has no plan to proceed
on the remaining Victoria Hill condo buildings in The Grove in
New Westminster at this time. "Certainly the [real estate]
market has changed. I don't think it is a secret," Jarvis
said. "Consumer confidence is low right now. Credit criteria
has changed, lending criteria has changed." Beau Jarvis said
those issues have created the "perfect storm" that has
led to the decisions being made regarding Victoria Hill in the
New Westminster real estate market. "We are waiting to see
when they stabilize," he said. "We will move forward."
Jarvis said Onni Developers would like to have been further along
with the Victoria Hill Grove condominium development than it is
but has been delayed in getting the project through city hall
and getting the required approvals.
The B.C. Buildings Corporation, which previously owned the site,
worked on a public process and development of a master plan for
the site with the City of New Westminster. Onni Developers later
bought the site from the province. Lisa Spitale, the city's director
of development services, said staff had a lot of work to do on
the development agreement to ensure it satisfied the principles
that the community had supported during the public process. She
isn't surprised that some components of the Grove at Victoria
Hill New Westminster real estate development are being delayed
because the New West condo project was always viewed as being
real estate market-driven. "Not surprising when you look
at what is going on," she said of the construction slowdown.
"It's to be expected. The big question for everyone is how
long will it take before it resumes."
Spitale said some property developers who were talking to city
officials about potential New Westminster condo developments a
few months ago have decided not to pursue projects at this time.
"It is pretty consistent when you talk to other municipalities
as well," she said. When the economy picks up and work proceeds
at the Grove at Victoria Hill, Spitale said it will continue to
follow the master plan. She said there is still a phasing schedule
and still a logic to the development and the way it will unfold.
"The message from the city is the city's expectation is that
at the end of the day that community is going to be built out
as per the obligations," she said. "The developer has
front-ended the community amenities. In the near future those
will be done." In addition to providing infrastructure for
the Victoria Hill Grove condominium development, Onni has also
done work on the front lawn, trail and open spaces that were to
be provided in Victoria Hill. "Most of that work is close
to completion," Spitale said.
In the summer of 2008, the Centre Block, part of the former Woodlands
School, burned down. Vagrants had been going into the building,
using it as a place to sleep and to steal and sort stolen metal
and merchandise. "We have gone through the whole site with
the city," Jarvis said about security concerns. "We
have come up with some safety (initiatives)."
